During meeting between Members of the Departmental Committee on Education and the Teachers Service Commission (TSC) , it has been demanded that all school administrators appointed in acting capacities for many years should be paid their allowance arrears .
Among the key categories who have been assuming the acting roles with beIN compensated by TSC include acting Deputies, Principals and Head Teachers
According to Honourable Julius Melly, member of Parliament Tinderet and Education committee chairperson while addressing TSC on the matter expressed concern that most teachers in the country have stagnated in one position for several years now.
Melly indicated that when a teacher serves in an acting capacity for more than one year, that is big a problem, adding that it is indeed sad that most teachers have found themselves in such situation.
As a result, Melly asked the teachers service commission to consider appointing the teachers to substantive positions.
On the other hand honourable Malulu Injendi who serves as the Committee Vice Chairperson during the session wanted TSC to explain why teachers who serve in acting posts do not receive remuneration for the extra roles they play.
Reacting to the above concern, TSC boss Dr Macharia owned up the concern saying that TSC had indeed posted administrators in acting capacity to schools, however lack of payment has been as a result of lack of informed budgetary constraints.

Macharia further added that teacher Promotions require several factors top among them being availability of funds.
Defending her position, macharia indicated that Commission has severally requested budgetary allocation from the government to fund the exercise, unfortunately , following prevailing economic constraints it has been provided
While at this same meeting,Macharia resolved that that TSC has engaged the Salary and Remuneration Commission inorder to approve payment of Special Duty Allowance so as to compensate teachers who are serving under acting capacity.
