According to a bill, presented in parliament by Embakasi Central MP Benjamin Gathiru Mejjadon, all the  students wishing to pursue diploma and certificate courses should be admitted in tertiary institutions.

The lawmaker indicated that many of these institutions, are currently suffering low enrollment for years.

Under the new proposed law, the MP me demand  that universities should only offer postgraduate diplomas and postgraduate certificates only.

The aim of the Bill is to end the practice of universities offering certificate and diploma courses.

The lawmakers further propose to have a  law seeking that will see Kenya Universities and Colleges Central Placement Service (kuccps) prohibited from placing students to undertake the courses at a university.

The law members indicate that certificates are issued by the Technical and Vocational Education and Training Authority for technical and vocational colleges for diploma and certificate courses.

On the other hand , the Commission for University Education  issues certificate for universities.

As a result, the members indicated that limiting certificate and diploma courses to technical and vocational colleges is the only way to increase enrolment into these institutions.

Even with these changes, note that all students currently pursuing diploma and certificate courses at entry level in various universities will not be affected by this ban of diploma and certificate courses in any way.

These learners will be allowed to complete their studies in the current arrangement.

Incase the proposal becomes law, then chancellors of universities will be barred from awarding basic certificate and diploma courses in universities under their leadership.
