The Teachers Service Commission TSC is responsible for teacher transfers and retains the final authority in the transfers of a teacher.
TSC can transfer a teacher to a position at the same level and grade or to a higher position and grade.
It is important to note that teacher transfer may be to a school within the same county,or sub-county and vice versa.
In most cases transfers may be initiated by the TSC or the school head or as well the individual teacher can initiate the same online.
Also it is important to understand that TSC can transfer a teacher in view of the broader needs of the teaching service without considering of whether the teacher has requested the transfer or not.
It is a TSC law that a teacher must be given at least three (3) months notice of transfer not unless it is agreed between TSC and the teacher.
A TSC hired teacher who has served in one school for a period of more than 3 (three) years is legible to apply to the TSC for transfer.
However, TSC has listed some circumstances under which a teacher may be transferred earlier than 3 years of years of service.These include;
- Transfer on medical grounds for a teacher as certified by a registered medical practitioner.
- Existence of severe family related problems,that the commission may seem exacerbated if transfer is denied.
- Incase of urgent needs of the broader teaching service.
- Transfer based on circumstances on considerations of the employer.
An employed teacher cannot transfer to another school before the school head issues a RELEASE LETTER and the commission issues a TRANSFER FORM to officiate on the same.
At some point, the head of institution may object against the transfer to the TSC just incase the transfer has untold consequences for the school.
Under this circumstances , the commission may consult with the school which may lead to delay the transfer by 30 days or decline the transfer.
The HOI in the place of deciding whether the transfer is dully necessary or not is subject to a matter of discussion. One of the qualifications that should be made mandatory for HOI’s is a vast provable in HR.

I have stayed to my current school for over ten years. I requested for a transfer in Oct 2023 to a warmer place because of my medical conditions( spine oestroathritis) which has affected my legs, but five months down the line my transfer has not been approved by the TSC. This environment has escalated my condition. I pray and wish my request will be effected.
