TSC Tells Teachers why They Deducted Jan,2024 Housing Levy

Teachers Service Commission (TSC) has released clarification concerning the Housing Levy deductions from salaries of teachers in January 2024, even after being the High court having declared it illegal .

During her speech in Nairobi in a workshop meant to educate education reporters,Dr.Nancy Macharia said that  the Commission’s move to deduct the levy,was because  it had already processed payroll by the time the court orders were released.

Macharia  defending the commission said that payroll processing by TSC is done from the 20th of each month normally closes by the 22nd for teachers to receive their salaries.
This was some days later after which the court’s judgment was issued on the 26th.She added that by this time, the payroll  processing had already begun and completed.
Unfortunately , Dr. Nancy Macharia never commented on whether the Housing Levy deductions would be made from teachers’ February salaries.

Macharia’s  sentiments come at a time when Kenya Union of Post-Primary Education Teachers KNUT had issued an announcement saying  it’s intention to take legal action against TSC  for deducting the Housing Levy in January, 2024.

On the other hand,the Kenya Union of Secondary School Teachers (Kuppet) Secretary Akello Misori had also  announced that the union plans mass action  to safeguard teachers monthly income.

The KUPPET secretary indicated that many teachers had shared their January payslips showing  how the levy deduction had been deducted from their earnings.

The secretary general demanded for the  refund of the teachers deducted housing levy from teachers their January 2024  pay.

Misori further said that the Kuppet teachers’ employer could not be able to justify the deductions by claiming the payroll had already been prepared and payments released.

Misori  condemned the situation where there TSC delays can cause delays to address small issues with the payroll but with the big issue like that of  Court of Appeal giving an order is not worked on with speed

The two teachers’ unions now have suggested that the court ruling presented must be adhered to by TSC .
